Skills & Competences

  • Civil Engineer with ten (10) years of experience in the planning, implementation, management and maintenance of buildings, roads and bridge infrastructure projects in Uganda. Conversant with project planning, appraisal, design, costing, contracting, supervision, monitoring, documentation, coordination and control.
  • Experience in procurement of works, supplies and service contracts. Conversant with the preparation of technical designs and specifications, bills of quantities, terms of references, cost estimates, contract documents, technical and financial evaluation for works, supplies and service contracts.
  • Experience in implementing strategic and emergency infrastructure development programmes. Conversant with Government policies, decentralised local government systems and community infrastructure development through participatory methods.
  • Working knowledge of European Development Fund, UNHCR and Local Government Financial and Accounting Regulations. Conversant with Donor project conditions and regulations.
  • Knowledge of the operations of the public sector, private sector and non-governmental organisations in the development and maintenance of social and economic infrastructure projects.
  • Able to work on own initiative, as part of a team or as a team leader. Dedicated to maintaining high quality standards and professional ethics.
  • Able to work in a computerised environment. Conversant with the application of computer packages in MS Office, MS Project and Statistical Data Analysis.

Work Experience

    1. 2001 – December 2005:

    Technical Manager – Health & Education [Building / Civil Engineer] EU Microprojects Programme

    • Focal point person for the Health and Education infrastructure development programme at the Microprojects Management Unit (MPMU): Reporting to the Programme Director.
    • Responsible for monitoring programme purpose and results, and liaison between MPMU and partner districts under decentralised governance. Activities monitored include infrastructure planning and development, capacity building for local governments and communities, operation and maintenance of projects.
    • Coordinated, supervised and monitored the construction of health and primary education infrastructure projects implemented under the 8th European Development Fund (EDF) Programme in the districts of Adjumani, Apac, Bugiri, Busia, Moyo, Nakasongola, Nebbi and Pallisa. Projects accomplished include: 126 4-classroom blocks, 87 Health centre buildings (67 Out-patient Departments and 20 Maternity/General Wards), 204 staff houses and 1 district administration office block.
    • Coordinated, supervised and monitored the implementation of secondary education, health and bridge infrastructure projects implemented under the 7th EDF West Nile Regional Programme in the districts of Arua and Nebbi. Projects implemented include; 11 science laboratory blocks, 4 classroom blocks, 1 dormitory block, 1 maternity ward, 1 library block, 1 office block and 6 bridges.
    • Appraised and verified health, education and water and sanitation project proposals by districts and made recommendations for approvals by the National Technical Committee of EU Microprojects Programme.
    • Prepared work plans, budgets and cost estimates for the health and education sector and managed the implementation of the annual work plans.
    • Prepared formats for annual work plans, progress reports, contract agreements and contract supervision for use by district local governments and beneficiary communities.
    • Prepared terms of references, tender dossiers, invitations for proposals and contract documents, and participated in the evaluation and selection of engineering consultancy services for technical supervision, preparation of project designs, bills of quantities and cost estimates, technical reviews and final inspections (technical audits) of Microprojects.
    • Coordinated and supervised engineering consultants in the supervision and inspection of Microprojects in the beneficiary districts. Roles performed include assignment and supervision of tasks, review and approval of reports, review and approval of invoices for payment, and follow-up to findings and recommendations.
    • Prepared procurement guidelines and standard bid documents for use by district local governments, and supervised the procurement processes.
    • Coordinated and supervised district engineering staff in the supervision and management of Apac, Bugiri, Busia & Pallisa districts.
    • Prepared programme completion reports for the 7th EDF West Nile Regional Programme and the 8th EDF Microprojects Programme.
    1. 1998 – 2001 :

    District Engineer Moyo District Local Government

    • Responsible for all engineering matters of the District, reporting to the Chief Administrative Officer.
    • Vote Controller and head of the Directorate of Technical Services and Works.
    • Undertook appraisal, design, costing, procurement, supervision and management of the construction and maintenance of the following building projects: –
      • Construction and renovation of five (05) health centres and ten (10) staff houses under the District Health Services Strengthening Programme (DHSSP), a post conflict reconstruction programme funded by Save the Children (UK).
      • Construction of two (02) administration office blocks for Aliba and Lefori sub-counties funded by the Royal Netherlands Embassy.
      • Construction of twenty (20) primary school classroom buildings under the School Facilities Grant (SFG) Programme of the Government of Uganda.
      • Construction of three (03) Teachers’ Development and Management System (TDMS) coordinating centres at Moyo Town Council, Laropi and Obongi primary schools. All projects funded by the World Bank through Ministry of Education.
    • Undertook inventory, appraisal, budgeting, procurement, supervision and management of the construction and maintenance of district roads and airfield.
    • Undertook preparation of cost estimates, procurement and supervision of Amua and Omvoso bridge construction works, funded by EU/EDF Microprojects Programme.
    • Undertook supervision of the District Water Department in the development of rural water sources, viz.; spring protection, boreholes and gravity-water flow scheme.
    • Undertook the management, scheduling and maintenance of district vehicles, plants and equipments.
    1. 1996 – 1998 :

    Construction Supervisor, Aktion Afrika Hilfe (AAH) eV, Palorinya Refugees Settlement Programme

    • Undertook annual feeder roads inventory, appraisal, supervision and management of the construction and maintenance of programme feeder roads.
    • Other projects accomplished during this period on private capacity include: –
      • Supervision and management of the construction of Moyo Educational Assessment and Resource Services (EARS) Centre, funded by DANIDA.
      • Installed traffic road signs in Soroti, Kumi and Pallisa urban streets under the Northern Uganda Reconstruction Programme (NURP) – Phase 1.
      • Prepared building designs, drawings and bills of quantities for various private and institutional clients in Moyo and Adjumani districts.
      • Designed and supervised the construction of a residential bungalow in Mutungo Parish, Kampala City.
    1. 1995 – 1996 :

    Supervisor of Roads, Lutheran World Federation, Pakele Field Office, East Moyo Refugees Settlement Programme, ADJUMANI – UGANDA.

      • Undertook annual inventory and appraisal of roads and bridges for funding by UNHCR.
      • Prepared work plans, budget estimates and progress reports for the roads and bridge projects.
      • Responsible for acquisition, replacement, maintenance and distribution of construction tools, plants and equipments.
      • Undertook supervision of roads and bridges construction and maintenance works to ascertain quality and standards of construction.
